It seems that in an Article buffer, if I do gnus-summary-toggle-header
(i.e. "t") twice, the Date: header is no longer present.

I can't reproduce this behaviour.
Maybe as you and George are using:
User-Agent: Gnus/5.110011 (No Gnus v0.11) Emacs/24.0.50 (gnu/linux)
and I use:
User-Agent: Gnus/5.13 (Gnus v5.13) Emacs/23.2 (gnu/linux)
