What should that be now, I wonder?

Or

;; Copyright (C) 1996-2000 Free Software Foundation, Inc.

Or something?

Why don't You ask the copyright holder?  It's more legality than esthetics.

The Xemacs splash page has several lines of copyright notices in that form.
My copy doesn't have any -2000's yet, but I'll bet newer versions will.

The FSF maintainer info file seems to have been updated recently to
say not to use ranges for copyright years.

Yup.  I'm now changing the copyright notices back to commas...
