It doesn't work, I'm afraid. For example, ISO-8859-1 '¼' is changed

to ISO-8859-15 'Œ', which is clearly wrong.

Strictly speaking, none of the other ISO 8859 ones. But most
characters (not all) can be encoded using ISO-8859-1, too.
