Should be application/x-emacs-lisp, since it's not registered with IANA
<URL:ftp://ftp.isi.edu/in-notes/iana/assignments/media-types/application/>.
Or if someone else invented application/emacs-lisp so you must stay
compatible, get them to register it (see rfc2048).
