Doing a «cvs update» I saw "? texi/pgg.info".

I'm not sure, is there a reason to compile `pgg.texi' to `pgg.info'? If
not, here's a patch.

BTW: Is there a reason not to use .info for all Gnus info files?

I dunno.  Makeinfo's default is to add .info.  I applied the patch
though, but leaving the overall change to someone else who is more
comfortable in making that change.
