The nnimap splitter only downloads headers.  Moving the message is
done on the server.

It should be simple to use imap.el to iterate over all articles in a
mailbox and run some code on each message and then upload the result
to another mailbox.

Or use server-side filters like Sieve or Sendmail Milter.
