It seems that gnus-agent mostly operates on
gnus-newsgroup-downloadable. But I had trouble finding the spot
where this variable is set! And I checked it from time to time (eg,
after new mail had arrived), and it was always nil!
I'm getting confused. Help?

gnus-newsgroup-* are set in gnus-sum if I recall correctly (see
e.g. gnus-update-marks). It is not set directly, but the variable
name is format'ed up and then set.
