Is there any value to setting up a function where a single keystroke
can submit a suspected open relay to the ORDB people?
I can imagine receiving an email, eyeballing the bad relay, cutting
and pasting, then submitting. Or else just hitting a magic key and
having gnus and elisp figure out what address to submit. Thoughts?

Don't have the single-key-submission enabled by default. :)

I thought somebody wrote a package for reporting spam to a gazillion
instances. I forget the name, though.
