Can gnus-topic-goto-next-topic go up or down one level if there's no
next topic at the current level? Right now it will not find the next
topic outside the current indentation level.

Hm... `T M-n' in the group buffer behaves kinda like `T n' in the
summary buffer. (What an odd key stroke for the topic command. Oh,
I see, `T n' was already taken...) So I don't think it would be
appropriate to change the topic command.

Maybe `T n' could be changed to `T m' in analogy with `G m'?

`T m' is already taken for `gnus-topic-move-group'. (The analogy for
`T m' is `G c', but before you ask, `T c' is already taken. :-)
