When the References header is long (with continuation lines), I see
that only part of the header is highlighted -- only the first N
message ids seem to be highlighted, or maybe the first M lines, or
something.
What's the story?

That's done by font-lock, right? Perhaps it has something that makes
it limit how long a line can be...
