It seems like Alta Vista is able to fetch articles by Message-ID, but
I think I read somewhere that Alta Vista has a short expiry time? Is
that true?
Anyways, how does one request articles by Message-ID from
reference.com? I found no obvious entry points...

I don't think you can.
I wrote them a couple of months ago about fetching by Message-ID.
I was told that ability would be added shortly. So far, nothing.
