	Hi,

	I'm using Emacs 20.3, with no language (or MULE) setting,
  and pgnus v0.33.
	
	Although I can see a header which has non-ascii
  characters, I can't see (actually, I see numbers i.e. \370
  instead of them) the same characters in message body.  The
  message has corrent content-type header.

	What should I do to solve this problem?

Do you run Emacs with --unibyte or set `enable-multibyte-characters'?
Try not doing either.
