An underscore does not need to be encoded specially
(at least "echo _|recode ascii..utf-7" returns "_").
Your Emacs 21 (and thus Gnus) doesn't know UTF-7 as a valid charset.
You may want to have look at [1] (and the references therein) for an
UTF-7 wash function for Gnus (`rs-gnus-article-treat-utf7').
