Well, inlining a part means that Gnus just inserts the bytes that
comprise the part into the article buffer. If you inline a jpeg, you
get the bytes the jpeg consists of, rather than the actual image.
So I think it is okay that inlining does not obey the charset
parameter. And hitting RET on the button works fine (for me).
What do you think?

That part is text/plain, with a given charset, so it should be inlined
correctly (in particular, preserving charset).
in fact, i see two bugs here:
1) some characters are correctly displayed as cyrillic characters,
while some others are not.
2) what are those \
\
\
\
which are displayed in the message (see attached snapshot)? Also, try
to move cursor in the contents of the inlined part, -- emacs behaves
rather strangely, --- contents dynamically change, etc...
also, try to select the lines of the inlined part pressing mouse at
the beginning and moving it down...

Actually, it is not Gnus who decodes the message. When Emacs insert
an 8-bit unibyte string, Emacs "intelligently" converts the string to
a multibyte string.

This might be due to your default language environment. I see Latin-1
characters all over the place.

I installed a patch. Now gnus-mime-inline-part understands
charset. `C-u i' inherits the old behavior. Actually, it takes the
same prefix argument as `g' (gnus-summary-show-article).

what do you think about making this more generic: `i' should display
(inline) the part as if it had content-disposition=inline in the
original message (and C-u i should do some `raw' variant). i.e. if
some part is text/html with content-disposition=attachment, then
inlining it would call w3; it it were a message/rfc822, then `i' would
inline a parsed message, etc.

I think gnus-mime-internalize-part (`E') is more like the feature you
described.
