* Where is the starttls program?

Gnus comes with starttls.el which wants to run the starttls program,
but where do I find that program?  There does not seem to be a Debian
package for it, and googling wasn't very enlightening.

Is it really a separate program?  Some MTAs support the mechanism, but
AFAIK, it's built in.  Eg. sendmail writes about it:

It is available from http://deisui.org/~ueno/misc/starttls/, the latest
version is 0.9.  I'm just planning to provide a debian package for it.
