I noticed the other day that 'v' in the summary buffer is no longer
gnus-summary-toggle-headers. Is this intentional, or just a new bug?

It's intentional. People seemed to be hitting that key without
realizing that has lasting effects.
(It used to be bound to `gnus-summary-verbose-headers', though.)
