Ok - I stumbled on this page through a rather indirect route, google cache etc;
I don't think you're suppose to call this page directly.
It is perhaps a frame in a larger framework; that would explain everything.
This link calls that page and probably puts stuff around it,
like header, script includes, etc.
This is the actual link from the website.
I apologize if I sent everyone chasing a red herring.
