* Very slow browse-url performance

I am running cygwin-based xemacs on Windows XP. Most of the time when I
click on a url, it takes an eternity (ok, on the order of 30-40 secs)
for the web page to pop up in my browser. It is not a question of my
machine or the network being slow, xemacs is just passing it to the web
browser very slowly.

Is there a known workaround, or any other thoughts. Do you need any
other info?

Gnus v5.10.6
XEmacs 21.4 (patch 13) "Rational FORTRAN" [Lucid] (i686-pc-cygwin) of Sun May 25 2003 on TSUNAMI
OS Name:                   Microsoft Windows XP Professional
OS Version:                5.1.2600 Service Pack 1 Build 2600
Browser:                   Mozilla Firebird - 
                                   Mozilla/5.0 (Windows; U; Windows NT5.1; en-US; rv:1.6b) 
                                   Gecko/20031216 Firebird/0.7+

Browser-url setup is the default. 
browse-url-browser-function = browse-url-default-windows-browser
