Ah, XEmacs on Windows does not support Mule, I think.  Whee.  So
that's bad news, I'm afraid.

I vaguely recall that there is a workaround to tell a non-Mule XEmacs
what to do, but I'm not sure how that works.  (Basically, the effect
is to tell it to treat Latin-9 as if it was Latin-1, so it would show
the currency sign instead of the Euro sign, for instance.)

Any XEmacs experts here who can help?

You could install Emacs, that does Mule on Windows.

Next time, I'll mention 21.5 as a possibility, as well.  Thanks for
the hint.

I apologize about that Emacs suggestion.  It was only meant as a last
resort.  Maybe I should have suggested installing some Unix instead.
