message-send-hook is not exactly what I intended. I would like to be
able to manually disable/change the encryption/signing behavior while
I am typing the message. Therefore the MML security tag has to be
inserted during messate setup because otherwise the hook in
message-send-hook would always overwrite my manual setting.

But until I will have found a reasonable solution I will use
message-send-hook as I don't want to move the MML tag in each reply.
