* xemacs/gnus won't recognize .gnus.el unless forced

I have a valid .gnus.el in ~/ but gnus doesn't seem to want to use it
unless I force it to.  If I simply start xemacs with no args, gnus
won't recognize my splitting rules.  But if I start xemacs with '-l
~/.gnus.el' it does split correctly.  Permissions are 644 on
~/.gnus.el.  What gives?
