gnu.emacs.help is wrong as well.
As the INSTALL.CVS file says, use emacs-pretest-bug@gnu.org.
But as the INSTALL.CVS file says, do a `make bootstrap' first.
Actually it should be `make maintainer-clean bootstrap'.
Your problem is that you recompiled grep.el before compile.el.
