EUREKA!  Somehow my active file got full of crap.  I deleted all lines
except those for the four newsgroups I'm interested in, and it fixed
the problem.

Any one have any guesses about
1) How my active file could have been populated with every group my
newsserver offers?

2) the right way to clean that up?

Have you tried all of this from the manual?

`gnus-read-active-file'
     Set this to `nil', which will inhibit Gnus from requesting the
     entire active file from the server.  This file is often v.  large.
     You also have to set `gnus-check-new-newsgroups' and
     `gnus-check-bogus-newsgroups' to `nil' to make sure that Gnus
     doesn't suddenly decide to fetch the active file anyway.

If you have only nntp groups, you can move aside your .newsrc.eld and
restart gnus.  You will lose your read/unread/ticked marks, any topic
settings and levels, but gnus will initialize a new .newsrc.eld based
on the contents of .newsrc with your new settings.

Also, as was noted in another post, it should be

    (setq gnus-read-active-file nil)
