Is anyone else still seeing this problem?  I finally traced it to the
subst-char-in-region call in fill-region-as-paragraph.  In an
apparently random pattern, s-c-i-r will decide to NOT replace all of
the newline characters with spaces.  When that happens the fill
algorithm loop forever while inserting newline spaces into the middle
of your paragraph.
