You can not (if you mean adding comments or saving form fields).
Please complain to Adobe about this.

Using Foxit Reader helps a lot... :-)

Not true for Reader X. It supports highlighting and adding comments.

... As highlighting and adding comments/hand drawings are concerned, I can recommend [free] pdfXChange Viewer.
