I think rc is identifying double quotes incorrectly.

I don't see anything wrong with either example you gave; rc behaves
just as it's documented to in both cases (the manual page is somewhat
unclear on this, but not the bit about the minimal sequence to get a
single quote and how to represent the empty string).

You won't believe this, but it works now. :-) Last night (I have
witnesses!) the first case somehow came out wrong---it must have been a
multiline typo. Sorry for the false alarm.
