New issue by thomas-t-w on void-packages repository

https://github.com/void-linux/void-packages/issues/15055

Description:
<!-- Don't request update of package. We have a script for that. https://alpha.de.repo.voidlinux.org/void-updates/void-updates.txt . However, a quality pull request may help. -->
### System

* xuname:
  *output of ``xuname`` (part of xtools)*
* package:
  *affected package(s) including the version*
All Linux Versions
### Expected behavior
Processor would get down to PC8
### Actual behavior
CPU does not get below PC3

### Steps to reproduce the behavior
1. Open powertop.
2. Press tab.
3. Notice that PC values lower than PC3 PC4 PC5 etc which indicate power savings stay at 0.
This works properly in all other distros I tried (Fedora, Arch, Ubuntu). I guess it is a missing kernel module but I am not sure which one. This does work properly with Kaby Lake R in our kernel. I tested with two Whiskey Lake machines, a 430 g6 with an i7 and a Clevo n141ZU with an i7. The Kaby Lake R machine that i tested was an elitebook 840rg4 with an i7. All machines work properly in other distros I tried but Voi gets stuck a PC3 in the two Whiskey Kake machines.

Comment:
At first, I thought it might be CONFIG_HZ=1000 because Ubuntu and Arch have lower values for that and 1000 is a fairly high tick rate. Turns out though that Fedora has the same tick rate as void and it works fine there. Another idea was something having to do with thunderbolt because the Clevo has that but the second whiskey lake machine the 430g6 has no thunderbolt.

Closing this. The solution was to run powertop --auto-tune in case anyone else runs into the problem. I guess other distros change default power management settings from upstream. I am now reaching PC8 on the probook 430 g6.
