Description:
### System

* xuname:  
  Void 4.19.81_1 armv7l  uptodate rFF
* package:  
  linux-headers-5.3_1 in conjunction with rpi-kernel-4.19.81_1

### Expected behavior

The kernel-headers package provides a version of the kernel headers that maps to the kernel. Or more reasonably (as there can be other platforms depending on the armv7l repo), there is a rpi-kernel-headers that match the version of the rpi-kernel package.

### Actual behavior

Building packages with dkms should work.

### Steps to reproduce the behavior

Install void on a rpi2, install wireguard, see it compile a dkms module for a kernel that is not available.
