Crystal does officially support LLVM 9. I don't think there's anywhere where it says the opposite but if I'm wrong i'll get that corrected asap.

Arch's 0.31.1-4 was backported LLVM 9 support from before 0.32.0 was released.

Description:
LLVM9 support was not announced (due to having non-breaking changes). Arch has been building with LLVM9 since 0.31.1-4, [source](https://git.archlinux.org/svntogit/community.git/commit/trunk?h=packages/crystal&id=33c30ed89d3a614862162d3e61085cc54c0e87b8).

Tested locally on x86_64 (both `crystal` and `shards`).

I was waiting official support to compile Crystal with LLVM 9, but if there are no errors I think it is safe to use it. We could still use LLVM 8 on future versions in case of a regression.
