New comment by natrys on void-packages repository

https://github.com/void-linux/void-packages/pull/28102#issuecomment-765594235

Comment:
This test passed locally (./xbps-src -Q) but not in CI:

```
tests/014/dgram-stream.tl: unable to bind socket
tests/014/dgram-stream.tl: during evaluation at tests/014/../sock-common.tl:8 of form (error "unable to bind socket")
tests/014/dgram-stream.tl: run with --backtrace to enable backtraces
make: failing command:
 ./txr   tests/014/dgram-stream.tl  > tst/tests/014/dgram-stream.out
make: *** [Makefile:428: tst/tests/014/dgram-stream.ok] Error 1
```

The test tries to open (high) udp ports, not sure why that would fail.

On a semi related note, what to do if any test fails for environment limitation reasons (chroot/container privilege issue or say requires graphics)?

Generally, we try to figure out why does it fail and fix if possible, otherwise, ignore it.
