#### Testing the changes
- I tested the changes in this PR: **by thought experiment**
@classabbyamp I know this is patch is undesirable from a long-term maintenance standpoint because the days of `network-legacy` are numbered. Upstream should really do something about dispatching to the right network backend on systemd-free systems, but for now, we can at least make things work. Please offer comments and let me know if this resolves issues relating to mklive.

I am just going to drop this here, that the entire upstream dracut CI has a dependency on network-legacy and other dracut networking backend are not really stable. Upstream sadly confuses everybody on what is the current reality on alternative dracut networking back-ends. Case in point: https://github.com/dracutdevs/dracut/commit/9dbbebb1339d1c3dc8e6b8835a6edbc95c66e2fe
