linux6.6-6.6.10_1, xf86-video-nouveau

### Expected behaviour
Expect to boot without delay of two minutes with current kernel 6.6.10_1, nouveau drivers, and enabled videocard NVIDIA GP108M GeForce MX150.
As it happened before updates with kernel 6.1.x
Expect to poweroff. Computer can't poweroff.
### Actual behaviour
Two minutes boot delay and message
udevd worker /devices/pci0000... is taking a long time.

PC does not shut down properly at all after "sudo poweroff".
This appeared after update and still happens with kernel 6.6.10_1,
does not happen with lts kernel 6.1.x
Anything of the following removes boot delay and shutdown problem:
Booting with earlier kernel 6.1.x
Disabling discrete videocard in BIOS
Installing non-free nvidia drivers

2. Enable NVIDIA GP108M GeForce MX150 discrete videocard
3. Remove nvidia non-free drivers and install xf86-video-nouveau
4. Reboot. boot, poweroff

I had the exact same issue a week or two ago, but it stopped occurring after a few days
Nvidia TU104GL (Quadro RTX 4000) using nouveau drivers.

Somebody in voidlinux IRC had the same issue, they resolved it by installing the propriety driver.
I have no clue what what is causing this.
Do you know which PCI device is udevd is complaining about?
