[WIP] New package: dwarfs
This is a work in progress. I just submitted to avoid someone else duplicating the job.

- [x] Update `glog` to 0.4.0
- [x] New package `folly`
- [ ] New package `fizz` (blocked by https://github.com/libressl-portable/portable/issues/632)
- [ ] New package `wangle`
- [ ] New package `fbthrift`
- [ ] New package `dwarfs`
