Subject: [PATCH 2/2] wally-cli: don't vendor udev rules

So far, the udev rules contained in this package were manually
maintained, which is probably the reason that the necessary rules for
using the Moonlander keyboard with their training software, Oryx, wasn't
present. I've created a new package, wally-udev, which fetches the udev
rules from the upstream repo instead. As the build process for wally
itself (which should not be confused with wally-cli) is completely
undocumented, I've not done this "properly" (which would be packaging
wally and having wally-udev be a subpackage of wally, which is then
depended upon by wally-cli) for now, but this is already a step in the
right direction IMO.

using the Moonlander keyboard with their training software, Oryx, wasn't
present. I've created a new package, wally-udev, which fetches the udev
rules from the upstream repo instead. As the build process for wally
itself (which should not be confused with wally-cli) is completely
undocumented, I've not done this "properly" (which would be packaging
wally and having wally-udev be a subpackage of wally, which is then
depended upon by wally-cli) for now, but this is already a step in the
right direction IMO.

Ah, yeah: The udev rules for these keyboards are not only required for the wally-cli tool, but also for the graphical wally tool, as well as their web-based trainer and their web-based keyboard configurator (another flashing tool). The udev rules are only included in the repo of the graphical wally tool, so ideally there'd be 3 packages, wally, wally-cli and wally-udev, with the former two depending on the latter. This way people can install precisely what they need, and don't need to install stuff they don't need. I use the web based configurator and trainer, so all I need is the udev rules.

afaict there's no other overlap. The CLI used to be shipped in the same repo (which does make sense, it's just another UI after all), but they moved it out of there for some reason. In general, their documentation on how to build the tools is severely lacking, so maybe I've overlooked some other things that could/should be shared. I can still rename this, if desirable.
