Hmm, sounds like some kind of geoblock then.
For me fetching distfile results in `http://mama.indstate.edu/users/ice/tree/src/tree-1.8.0.tgz: Connection timed out`
I also noticed that [the url in AUR](https://github.com/archlinux/svntogit-packages/blob/packages/tree/trunk/PKGBUILD#L13) has been changed.
