This is free for all but with some limitation like only 2 tabs you can use in the same time. No other limits by functional or time.
As you can see for other distros they make a ports

other distros do not have it packaged, [aside from the AUR](https://repology.org/project/tableplus/versions). every distro listed in your link is using tableplus's repository not any distro-official one
