Upon installing wget, I found myself unable to use xbps. I'm not sure what 
caused the problem and I no longer have libssl.so.29 under /usr/lib.
Is there a log I could check (something like pacman.log from arch)?
Also, is there any way to get this fixed?

I'm not sure how you ended up with xbps still linked to libssl.so.29, 
because it was the first
package rebuilt against libressl-2.1.3.

Anyway you can still get the static binary and update your system:
