If we're doing that, it would also be a good idea to upgrade
install-sh, config.guess and config.sub to the ones from autoconf 2.9.

I will do it if I make a new release but they are not as important as
configure and I did not want to further increase the size of the patch.
Also note that I'm not the zsh maintainer.

I've already put new copies of install-sh, config.guess, and config.sub
in the baseline sources. I've been quiet lately, but I'm working away
on beta14 in the background.
