Would there be any objection to building and installing the help
files, and compiling in a value of HELPDIR pointing to the installed
location?

That would be quite sensible. I think the problem of deciding how to get
plain text out of the manual pages on each system is a bit messy, and
probably needs a few goes to get right. Maybe there's an alternative route
rather than via nroff files.
