Yes; nightly bare-repo sync of a bunch of repos complained last night:

[zsh].err: fatal: unable to connect to git.code.sf.net:
[zsh].err: git.code.sf.net[0: 216.34.181.155]: errno=Connection refused

That was sometime between 04:49:51 and 04:57:05 UTC.

I get the same thing right now, from a machine in NL and in USA.  Looks
to be hard-down.  Also refusing connections on 22, 80, 443.

I can't find any kind of relevant status message.

Latest commit seen by my mirror is 41 hours old:
  https://git.spodhuis.org/misc/zsh.git/
and is X-Seq 40568 in git commit e329a8d62.  I have historical snapshots
of branch head states, etc.

The GitHub zsh-users mirror has one more commit:
