As far as I know Plan 9 was never used on the "other side of the fence" (i.e., in secret) at los alamos. It was always a research and exploratory project, and the LANL website related to Plan 9 was maintained by volunteers.

The more salient question might be, "Why is this request being made of
the CIA, specifically?" I'd think the NSA or DoD would be more
interested in Plan 9 than the CIA. Why CIA?
