There is a reasonably large number of native and ported applications and libraries available for Plan 9, but it's up to you to find it on places like shithub.us (which is largely Plan 9 stuff), Sourcehut, and GitHub. A HTML5 js page with 2 thousand lines of CSS will render just fine in chrome if being served from 9front. In terms of PHP, Ruby and whatever other software people tell you to use. 9front has its own solutions, some even eluded to in this thread.
