Well, if you want it to.  You can set it to download nothing but
headers if you don't want that.  You can then mark articles manually
for downloading.

However, I've always been of the opinion that using computers should
mean having to do less manual labor, not more.  So enabling Gnus to
empower users to set Gnus up to do things without any human
intervention is very important to me.

Gnus will basically work as Free Agent works -- only with a wider
range of methods (using artificial stupidity) for deciding what
articles to download automatically.
