I think this has been explained before but I don't see it now:

Whenever I reply to a message from Kai (and a few others) I get the
prompt  `which charset' or some thing similar.  I just press <RET> but
then I get the same message a second time.

It was being caused by an old line from site-start.el I think.
;(standard-display-european 1)  Now commented.
This line was needed once apon a time but I think recent changes in
emacs have made it obsolete.

That line also was causing gnus to show multibyte chars as utf-8
My $LANG env is en_US.

Not since Emacs 19, at least.

I don't understand that.  Its effect should be to display everything
as Latin-1, which is never likely to be what people receiving mail or
news actually want.  If you get mail in utf-8, you will see the raw
encoding, interpreted as Latin-1, but only in that case.
