Is it the case that M-g on a topic that contains only subtopics (and no
direct subgroups) does NOT check for new news in the subgroups of the
subtopics? This seems to be the behaviour I'm observing...

Yes, that's right -- all the groups-in-a-topic commands only work on
the current topic (and not recursively). Try `#', for instance.
But it might make sense to change this to have these work
recursively. Any opinions?

I agree, I think the subtopics should be checked recursively.
