The right solution would be (IMO) to have two categories of citation
marks: Frequently used ones and seldom used ones.

For the seldom used ones, Gnus should only mark lines beginning with
those as quotes if the are several such lines.

So in article 1

the second line of the body wouldn't be marked as a quote but
in article 2
