* another problem with base64.

Why base64.el is in contrib directory? I'v got many emails with
subject coded with base64:

Subject: =?iso-8859-2?B?emFwcmFzemFtIHBvIG9kYmnzciBmYWtzdQ==?=

when i move base64.el to lisp dir and compile it, then all is right.

Because a copyright assignment to the FSF is lacking, base64.el can't
be distributed with Emacs.  All the stuff that can't be distributed
with Emacs is in the contrib directory for easier recognition.  This
way, Dave can just copy the lisp directory over to Emacs 21 and Bob's
his uncle.

Fwiw, base64.el isn't needed in Emacs since the relevant functions are
implemented in C since Emacs 20.5 or so.
