I believe a circular dependency with non-default options poses no problems. No shared library dependency is ideal because it adds no burden to users who aren't interested in the capability. I don't have a problem with this addition.
However, if these are part of the kernel headers, would it be feasible to add them to our `kernel-libc-headers` package? Depending on kernel headers may be more palatable than depending on `libbluetooth-devel`.
