My understanding is they don't always remove it. I would guess it has something to do with tracking version and releases for ubuntu.
About an archive, I haven't seen one (official that is), there for sure are non-official ones, but I would guess they can be even more flaky.

edit2: Some distros (NixOS) use snap pkgs, that are supposed to have the same content as the deb. If you say, I am willing to give it a try (it will add a makedependancy on squashfs)
