Thanks all contributors, I added this to 
https://wiki.contextgarden.net/Chinese_Japanese_and_Korean

I guess you also should set \mainlanguage[ja], I added it, also 
\mainlanguage[kr] for Korean.

I don’t know if the setups for Chinese and Korean are still valid, I 
just removed \setencoding.
